Bolt w/wingnut

I notice in the "bottom View" of your pictures ("The Thien Cyclone Separator Lid w/ the Thien Cyclone Separator Baffletop" right-side) there appears to be a bolt with a wingnut.  What is the purpose of this?

Plugs the hole that was used as the pivot to cut the circle.

I coulda used any number of other methods to plug the hole, but the bin with screws/nuts was right there in front of me.
