Baffle for unconventional Felder DC?

I have a Felder AF 22 dust collector that is an unusual design.  The dust enters vertically above a large, horizontally-mounted impeller.  It then travels through a sort of rectangular box equipped with two clear chip bags (below) and a 19" diameter filter bag (above).  The rectangular box is about six inches thick and is equipped with a number of welded ramps and channels.  I'll try to attach a picture of one to this post.  (Note: my machine is equipped with a straight six-inch port rather than the combination port shown in the picture.)

In theory, I think that the heavy chips are supposed to settle into the chip bags while the fine dust is captured by the bag above.  This unit pulls a lot of air, and there is clearly a sort of cyclonic action going on in the chip bags, but many of the heavier and larger pieces wind up in the bag above.  I tried replacing the bag with a spun polyester filter from Wynn, but it clogged so quickly that the system became unusable.

The bag (or drum) mounts to a 19-inch round flange.  There seems to be plenty of scope to fit a baffle of some kind in this opening to reduce the amount of chip blow-by, which might make the cartridge filter a workable solution.  Does anybody have any ideas or advice about the use of a baffle in this configuration?
