I've done this over the years with both wood and metal by making a fixture that I could use against either of my sanding disc or belt Sander, both in fixed position. You need a relatively simple jig that will pivot the dowel and also allow you to rotate it (A block of wood with a hole drilled in it). Pivot the radius of the dowel from the sanding medium and turn the dowel as you rotate on that pivot. Of course if you want to do this 10,000 times you may want to buy one of the available machines.
